　　他批评日本过去30多年都是按错漏百出的「地震空白区模型」（seismic gap model）作预测﹕研究员图将板块活动与地震数据结合，作出长线大地震预测，它的假设是，板块间边缘位置若长时间没出现大地震（空白），不久将来就会有巨震。但这假设早已经不起事实验证——从上万年的长时间观点来看，这套「空白」理论也许还有意思，但短期内根本看不出固定的大地震周期。7 U; C1 H  B8 S

　　可是日本官方还是以此理论为基础，经常错误提醒民众要预防「东海大地震」，气象厅甚至推动国会于1978年立法，让气象厅的监测仪全天候监测「东海大地震」的先兆。他认为，日本应停用「东海大地震」这字眼、放弃一味只重东海的地震预测系统，承认全日本也有地震风险，而现阶段的科学不足以分辨出哪些地区地震风险较高。人在德国 社区$ F$ I7 p' H) G( n9 q

　　本港核子专家胡仲豪表示，这份学术评论由著名科学家编写，经过审查，可信性高，建议日本当局与亚洲各国领袖参考。他特别认同评论中提到，部分国家在预防地震等天灾，所编写的预防制度多由政府官员，欠缺富科学知识的人参与制定，政治因素大于科学理据。
